About:24-Hour Visa-Free Transit

5 American passport travelers (3 adults 2 children)

We are American living in the US with American passports (husband, wife, grandma and 2 kdis). Our flight from NY to Thailand has a 13hr layover in Shanghai . Few questions:

Do I need a visa for transit to enter and exit the airport or is the 24 hr transit free all I need? Is it something I apply for in the airport.

My mother's passport was issued in February 2019. Will she be able to enter and exit the Shanghai airport even though she has not had her passport for 3 months.

I am hoping I can avoid being trapped in the airport for 13hours

The three month rule is related to the passports that are about to expire and not new passports so no reason to worry about that. The problem you may have is Shanghai has been making people stay in the airport transit area on transits under 24 hours. If its overnight with a hotel usually they make an exception and let you leave the airport but it depends on how immigration feels that day.
