About:240-Hour Visa-Free Transit

Is a Nanjing flight connecting through Shanghai eligible for the 144 hour visa?

I would fly from US and fly through a different country (Incheon, most likely) for my return to the US.

If you can use 144h twov in Shanghai, you are allowed to visit Nanjing.
