About:240-Hour Visa-Free Transit in Guangdong

I have read that the 144 hours visa-free transit is going to be carried out in Guangdong.

Would it be already available this April 2019 for the Canton fair? Or it won't be implemented yet at that time?

It has been "imminent" for years now. There's no sign that it will be available any time soon.
