Threatening of cancellation of student visa/resident permit in Zhenjiang, china

A friend of mine who is a PhD student in Zhenjiang, Jiansu was not satisfied with the way his meager monthly stipend (1,000 rmb) was always paid. Monthly stipend had turned to quarterly payment. In the admission letter, it was monthly but in reality, before they could be paid this small 1,000 rmb, sometimes , its after 2 or 3 or 4 months. so he decided to deceive the school by filling application leave to his country for winter holiday (Jan 16 to Feb., 25, 2019). Now the school is threatening to cancel his residency if he cant resume after March 5, 2019. He is actually in another city in Jiangsu working as English teacher and he planned to do this for 5 months before his visa expires and travel back home.

Can the school cancel the resident permit even though they don't have his passport (hard copy) with them. Wouldnt he ran into trouble when leaving china in next 4 months?

I don't think the school can cancel the resident permit if they don't have his passport. But your friend should ask for the school to cancel the permit before he leave the country.

Residence permits can be cancelled in the system and he will be effectively banned from leaving China when attempting to do so, then he will face a 10k CNY fine and potentially a 15-day administrative detention in jail, plus a multi-year ban from returning to the country before the authority can issue him an exit visa. It is important to keep in mind that, when studying in a country like China, there is no recourse for students who have been wronged, and deceiving the school will get potentially perilous results.
