About Hong kong pre arrival registration

Hi, I am planning to visit Hong Kong on 10th March'19.
However, when I try to apply pre-registration for my VISA.

After submitting the application I got response as "Pre-arrival Registration is unsuccessful".
could you please let me know how to get the visa as I have arranged all logistics for my stay.

First, prepare the relevant documents: travel itinerary, copy of passport, the application form, passport-style photo, financial support proof, transportation and accommodation arrangement, and others. Next, submit the application to China embassy.
