About:24-Hour Visa-Free Transit

Tricky question - passing the border 3 times

Norwegian citizen, will get a DOUBLE entry visa in Norway (max. nos. of entries).
However – been a bit too quick:
Will go to Beijing on late June. Arrives in Beijing (border passing #1) – going directly to Dandong. The following day going to North Korea by train, back to Dandong (border passing #2). Leaving China for Mongolia (train).
We have a flight Ulaanbaatar – Beijing arriving 8:10 PM (PEK, terminal 3) with an onward flight from PEK/Terminal 2(!) at 5:55 AM the following morning (i.,e. ~10 hours stayover). We do not need to leave the terminals except for going from Terminal 3 to Terminal 2.
I thought the 24-hours TWOV handled this but not. Or does it? Does anyone know?
As a Norwegian I may obtain a second passport (standard passport, not emergency passport, valid for two years). Would the 3rd border passing with such a (second) passport solve y situation or would the authorities regards this as an illegal entry? Do not want to make trouble for myself nor the authorities :-)

Your return route is fine, but you did not specify why you want to use a second passport. Everyone will get fingerprinted so they will know you have two passports although that is not illegal. Also switching from T3 to T2 in PEK will require you to clear immigration and enter the country again and that's when you will be getting the 24-hour TWOV.

The reason for (possibly) obtaining a passport#2 is that I only get a double entry on my main passport (#1). So the #3 crossing is not covered by the main passport. It's fine if they know should I have two passports as long as I do not get stuck in Nomansland :-)

But, unless I'm mistaken, the #3 crossing is covered by 24 hours TWOV even for Norwegians. No need for a second passport.

Even when I go through custums (which I have to) and move from T3 to T2?

I have asked the dsame questions to the embassy here in Oslo and they are neither clear on what applies..

That is correct. Regardless of whether you have a valid visa on your passport, immigration at the transit lane can give you the 24-hour entry permit. So really do not see the point of using a second passport.

We will still use our passport#2 since there is a valid double entry in passport#1.

Ah, now I see what the real root of the question is. Your double-entry visa won't be valid after the second time you've entered Chinese territory (i.e., will be invalid after you have reentered China from the DPRK), so by the time you arrive in PEK from UB you no longer have a valid visa in ANY of your passport. Again, not saying it's not okay to use your second passport but in many countries it is not supposed to be used for this reason because it creates confusion to border control.

Well, to be very precise - the double entry visa will be valid for 30 days (applied for 3 months) but only for 2 entries (within 30 days). The first entry is when arriving in China and the second is when coming back to China from North Korea. So when transiting I have run out of entries.
