There is a desk there to stamp the passport?

Hello. Your website tells me I can transit Shanghai for 24 hours on a cruise ship.
Can you let me know, do I apply for the 24 hour transit permit at the cruise ship terminal in Shanghai when I arrive?

If your travel route qualifies for the country A-Shanghai-country B, you can use the free transit, and upon arrival, you should follow the direction signs to find the immigration office where you can apply for it.
