About:24-Hour Visa-Free Transit

I stop at Xi'an Airport. Do I need visa transit ? ( under 24h)

I read a news in Forbes : "There are a number of cities where you cannot transit under the 24 hour policy including: Xi’an, Weihai, Wuhan, Zhengzhou, Shenzhen, Yanji, Mudanjiang, and Fuzhou." Is that right ???

As I know, if you transit in Xi'an for less than 24 hours, you can use the free transit.
