Ticket issuing

I read that "... ticket issuing ends 15 minutes prior to departure"

Does it means that the ticket only valid for 15 min only from the time we buy it? If we didnt ride the train, the ticket will be void and need to buy another one?

I think it means the dealline to buy a ticket should be 15min before the departure time. Within 15min, they do not sale the ticket on that train anymore.
