Need a tourist visa. I am a US citizen

living in India as a permanent resident. I have a permanent visa to stay in India because of my Indian origin (overseas citizen of India card). I would like to visit China with a friend of mine from Singapore in the month of June 2019. Can you please advice on the requirements in my case.

You can apply for tourist L type from CVASC, and you need to provide passport, the application form affixed with a passport-style photo, residence permit in there, transportation and accommodation arrangement or an invitation letter from your friend.
