Can I go out/leave the Shanghai airport for sightseeing?

My nationality is Vietnamese. I'm studying in Netherlands. My flight is from Netherlands to Vietnam and I'll have 14 hours transit in Pudong International (PVG). Can I go out/leave the airport for sightseeing in 14 hours? I don't have a hotel for overnight since the transit time will be daytime. Thank you.

It will be up to immigration whether they will let you spend the 14 hours outside of the airport. There is no way to know in advance how they will feel that day.
