How can it be done by post if fingerprints are required?

According to CVASC Manchester, they don't accept postal applications any more since Oct.2018, also all visa applicants must complete a completely new and much more detailed form (online) since Dec.2018.Some agencies are still offering to accept postal applications (not sure how) but they're charging a total fee of over £350 with no guarantee of the visa application being successful.
