Transit Visa. US resident with Nigerian passport transit through Shanghai

do I need entry permit if layover is 11 hours and I don't leave the airport? What if I decide to leave the airport?

Leaving the airport without a visa for a layover under 24 hours is at the immigration officer's discretion. Some reported that bringing a hotel reservation will help. So you can try to show your hotel reservation at the immigration counter.
