Yes, it is valid. The open time is 8:00-17:00 from November 16 to March 15. You can take 916 Express from Dongzhimen Bus Station to Huairou North Avenue (Huairou Beidajie) Station. Then, transfer to bus line H23 or H36 to Xinying Station. Get off the bus and walk northeast about 100m, you can get there.

You must confuse the Xinying and Huoying. In fact, there is no train available to the Mutianyu Great Wall.
