can i mail in my visa application

Question

I am very far from all the Chinese Consulates in the U.S.A. Is it possible to mail in my visa application? If so, what Consulate does Utah fall under?

I'm afraid you cannot do that via mail. You can entrust your friend or family member to submit the application on your behalf if you cannot go there in person.
