Cruise stopping in Shenzhen for 7 hours

Hi I have been advised that 24 hour, 72 hour, or 144 hour twov rules might have changed.
We are visiting Shenzhen for only 7 hours on a Cruise ship in April 2019.
The Cruise line (Costa) say we need a full Chinese 2 year Visa however this seem a little over the top for 7 hours.
Our cruise ship Sails from Vietnam before Shenzhen and departs for Hong Kong, Tiawan, Japan afterwards with Shenzhen our only stop in China.
I'm confused by the situation can someone help or advise what the rules are thanks .

You do need a visa for Shenzhen sorry.

Thanks Paul I was hoping things were changing to include Shenzhen as from Jan 2019 but clearly they have not.

Shenzhen has 24 hour transit but not by ship and not when Hong Kong is the next stop.
