Can I Apply for the Hongkong visa from Shanghai?

I was wondering if it were possible to apply for the Hong Kong visa from Shanghai as i reside here. If YES, please how or where can i get their address or contact them and know the application requirements? Please if anyone has any information on that, i will greatly appreciate.
