About:72-Hour Visa-Free Transit

wanting to explore Shanghai during lay over

hi im flying with friends from LAX to CEB with a 16 hour layover in Shanghai and we wanted to explore Shanghai during our layover. would we need to apply or obtain the 24 or 72 hour free transit to do so?

Don't refer to visa upon arrival, which doesn't exist at Shanghai and will only cause confusion at LAX. You don't need a visa because you will qualify for 24 hours transit without visa, but whether you can leave the airport is at the discretion of the immigration officer to grant you a Temporary Entry Permit. There is a recent report of this being refused for a 14 hour connection at Shanghai.
