Residence Permit for Elderly Father wanting to move back to China

Hi, my father who was originally born in China, and immagrated to the U.S. years ago wishes to move back to China, and live with his sister and her family. He currently has a Q2, and is living with family members under the Q2. It seems like the Residence Permit is the best option for him if he wishes to stay in China for a long period of time.

QUESTION 1: Since my father has a Q2, will he need to apple for the Q1, and then get his Residen Permit?

QUESTION 2: Since my father is already in China (near Guangdong), what is his best option for applying for the Q1? Can he go to an office to apply, or does he need to mail in his application?

QUESTION 3: My father is 84 years old. He has some health issues as any older persons would have. However, will he have any issues passing the health exam because of his age?

QUESTION 4: My father and his sister (my aunt) who were both born in the 1930's will need proof of kinship (per your website instructions). How do they obtain proof that they are brother and sister?

Lastly, appreciate any guidance you can provide, and also wanted to know if there is an agency which can help provide Resident Permit application services?

Your father can try to change the Q2 into Q1 at the exit and entry administration of the local PSB within China. If it can succeed, he can apply the residence permit then.
