Bamboo rafting from Yangdi to Xingping

Hi there and Happy New Year, I am visiting Guilin late Jan/early Feb this year was wondering if the bamboo raft from Yangdi to Xingping is available. By what i've read it seems that this activity has been taken away from the government? If this is true what is the best way to get to xingping from guilin and then xingping to yangshuo?
