Bussiness visa

Pls we have just open a clinic at a small place and we want to build a new big hospital and we want to order iron rods from China but bcoz we just start for abt two months ago we don't have tax clearances so how can I apply for entry permit to go and load our goods and ship it the company in China is willing to give us an invitation letter so Pls what should we do thank you
