About:72-Hour Visa-Free Transit

Flight to China transits in third country on outbound: do I qualify for TWOV?

I want to book a flight from Amsterdam to Guangzhou to Hong Kong - back to Amsterdam. On the outbound flight Amsterdam -Guangzhou, the route transits in Hong Kong (less than 3 hours transit, I won't leave HK airport). Can I enter and leave Guangzhou airport visa free (I want to visit Guangzhou city center for business) on TWOV?
Because TWOV requires country A - China city - Country B, i'm unsure if I qualify since Country B in my case is HK, which I also touch upon on my way to Guangzhou. Thank you!

You're not in transit as you fly HK - Guangzhou - HK and you need a visa for this trip or change your flight.

Not really? HK counts as third region.

Since you are entering Guangzhou from Hong Kong you cannot return to Hong Kong until you to go to a third country. This is considered Hong Kong > China > Hong Kong. If you were to fly Hong Kong > China > Macau > Hong Kong then it would be allowed.

I want to book a direct flight from Amsterdam to Guangzhou, but they all transit in Hong Kong (I will not leave the airport, but just change planes to continue to Guangzhou!). On my return flight I go from Guangzhou to Hong Kong.

Will i then still not qualify for TWOV? Because it's country The Netherlands - China - third region country HK

No your flight is HK - Guangzhou - HK as your last/first stop before/after China is Hong Kong.

btw. China Southern is flying nonstop from Amsterdam to Guangzhou.
Air France is flying AMS - Paris - Guangzhou.
