Shanghai 13 hours layover

When flying from USA to Bangkok through Shanghai with 13 hours layover ?| Do they need entry permit (with USA passport) ? if yes what visa to go out and enjoy the city?

You are able to use the 24h twov in Shanghai. If you have hotel reservation, you could leave the airport to enjoy the city.
