About:24-Hour Visa-Free Transit

Can I still get a 24 hr visa for layover (14 hrs) in Beijing ?

I hold a Canadian passport and heard that visa requirements change as of 1 January 2019.

Nothing is changing regarding 24 hour TWOV, its possible some regions that were limited to 72 hours may change to 144 hours but that is not guaranteed. (Beijing switched to 144 a few years ago.) You will still need to be in transit to a third country for either the 24/72/144 hour transits.
