Best place in Asia to apply for an X2 visa

Hi, knowing that some places have a higher successful application rate than others, could you recommend a place in Asia safe enough to apply for an X2 for a Netherlands citizen (first attempt was just rejected in Bangkok).

If so, you can try to apply from HK or Macau. You are advised to call the visa office before you do that.
