About:72-Hour Visa-Free Transit

Can we use the 10 hours transit stop in Shanghai to short visit into the city?

German nationality.
Flight Frankfurt/Germany to Bangkok via Shanghai.
Must we claim the baggage in Shanghai?
Is complete checkin procedure required to continue to Bangkok after leaving the airport? How is the procedure?

You need to check both with your airline. Rule of thumb is that you don't need to do anything other than to clear transit security as long as you are traveling on the same airline. If not, however, you may have to go through immigration and/or claim your bags and check-in again.
