You can take the airport express and transfer to the subway to reach to the Forbidden City. But it will spend around 1.5 hours from the airport to the Forbidden City, totally 3 hours on the way. And you should get back to the airport in advance 2 hours at least for catching the next flight. Besides, it usually takes about 2 to 3 hours to visit the Forbidden City as grand and famous buildings. You will be in a hurry to have a trip in the Forbidden City.
Since you only have 8-hour layover at PVG, I kindly suggest you visit Tiananmen Square only and save enough time for going back and catching the second flight. Although the distances from the airport to Tiananmen square and the Forbidden City are about the same, the tour time of Tiananmen square is not as long as that of the Forbidden City, and you do not need to spend time queuing to buy tickets. You can take the airport express to Dongzhimen Station first and then transfer to the Subway Line 2, getting off at Qianmen Station. Get out of exit A and walk about 10 minutes to the Square.
