Colombian lady applying for student visa in China while visiting in South Africa

I would like to know if the following is possible. A Colombian friend of my son will be visiting South Africa in Jan/Feb. They both teach in China at the moment. She will be studying in China from March next year. Can she apply for a student X while in South Africa? What documents will she need? Thank you
