About:Tax Refund

Exchange of Goods after claiming a tax refund

I bought a good which I claimed tax refund at Shanghai Airport upon my departure. Managed to get the tax refund.
Came back to Shanghai two weeks later and wanted to exchange the good from the store (at the same value). The store said that i cannot exchange it since I got the tax refund on teh good originally purchased!
This does not make sense as I have asked to exchage the good with same value and second time round I will not claim tax refund of course!
Can you please confirm?

After tax refund, the detailed information of the commodity bar code is erased or defined as departure in the exclusive store of the country. The commodity can not be sold in the country any longer so it can not be exchanged.
