About:24-Hour Visa-Free Transit

USA transit to mongolia

I have a US passport and want to fly into Beijing from Europe (maybe Hungary but not sure exactly) and then get straight on to the Trans Siberian railroad and head into Mongolia, would this work for the 24 hour twov?

You can get free transit after arrival in Beijing.
