About:Hainan 30-Day Visa-Free Access

We are From US, arriving in Sanya by Seabourn cruise line for 8 hours, no other stops in China.

Are we eligible for the visa-free access and, if so, could you recommend a travel agency we could use?

You should book the travel itinerary in advance so that you are eligible for the visa. By the way,yYou can ask your local travel agency for help. I have no much information about this.
