Can I apply for a Multiple entry M- VISA in Thailand when I am a Dutch Resident?

The official website says that I need to provide proof of residence when applying for a multiple entry M in Thailand. However, since I spend most of my time in Thailand and I will not be in the Netherlands any time soon I was wondering if there is a way to apply for a multiple entry M in Thailand anyway. Our company has a client that requests me to visit a ship in China several times in the next few months. Is there a way to apply for this from Thailand anyways?

If so, you can provide your residence permit in Thailand for the application. Or you can try to find an agency to help you.
