About:240-Hour Visa-Free Transit in Guangdong

Are Hong Kong and Macau viewed as different from each other for the 144 hour visa?

If we wanted to fly Hong Kong (country A) to Beijing (country B) and then onto Macau (country C), would this be allowed under the 144 hour visa rule. We have seen countless comments about Hong Kong and Macau being regarded as different countries than China but it's not clear whether they are seen as different countries to each other.

Any insight or first-hand experience would be much appreciated!
