Is the opening hours that you informed 7:00 - 23:30 opening hours of VOA office?

I'll go to Shenzhen from Hong Kong by train through Luohu port in the late evening on Sunday and I need to get a VOA there.
Is the opening hours that you informed 7:00 - 23:30 opening hours of VOA office? or it's is just the opening hours of Luohu port.
I worry whether the VOA office still open when I arrive there around 7 pm.
