Do I need a visa for a 22 hour layover in Changhai?

I am a Canadian. I’m flying China Eastern Airlines from Toronto to Indonesia on Dec 6th. I have a 22 hour layover in Changhai.
Do I require entry permit to leave the airport during my layover?
If yes, can I obtain the entry permit at the airport when I arrive in Changhai?
If not, would it be possible to obtain one prior to my flight departure Dec 6th. If yes, what is required to obtain the one prior to Dec 6th? What is the cost to obtain the visa?

You don't need a visa for the trip as you can apply for 24h twov after your arrival. If you have hotel reservation, you would be allowed to leave the airport.
