S2 visa to residence permit

Hi. My husband and two kids arrived last nov 16 2018 with an S2. We applied for the S1 but S2 was given instead at the China Embassy in Manila Philippines. From what the embassy told my husband was with the S2, a residence permit can still be applied and should be applied within 30 days upon arrival. I want to ask how do we apply for the residence permit?What are the documents needed? Will there be any fines given to us because of the late application or we are still in the time frame?What are the policies for foreigners here in China with regards to applying for residence permit from an S2? Thanks

As I know, only the S1 type holder can apply for Chinese residence permit after their entry. If you doubt that, you can go to the exit and entry administration of the local PSB to inquire that.
