Indonesian passport holder to Hainan Island 8 days

I'm going to travel free and easy for 8 days to Sanya and Haikou. I applied for Chinese visa 3 years ago to visit Chengdu. Am I eligible to apply voa once I land in Haikou in January 2019? Or should I apply for tourist visa before departure?
