About:144-Hour Visa-Free Transit

Arriving in Beijing on 22nd of January 2019 at 10.05 am and leaving for Ulan Bataar on 26th at 8 am - arriving there at 14.37, so less than 144 hours in Beijing and we are planning to only stay in Beijing, could we apply for the 144 hours free transit?
