About:72-Hour Visa-Free Transit FAQ

KL > PVG > U.S

I will be flying from kuala lumpur to shanghai, it will be separate tickets, will i be allowed to enter shanghai to check in my bags again,

Will the voa work for me? I hold a u.s passport and flying then from shanghai pvg to u.s via united airlines

They won't give you an visa on arrival but you're eligible for a transit without visa.
