Hi, I have searched the official site of the China Post and there is no such cheap fares. It costs about CNY140 if you choose to transport by sea and CNY190 by air. So it is in line with the price of Taobao's seller, about $20-$30.

I'm afraid it is impossible since the transportation expense is much more expensive than the cap.
