i want to travel to tianjin from Beijing capital international airport

what will be the cost,if i hire a cab . to be precise to downtown of tianjin

If you hire a car, the fee may be CNY 400 - 500.
Drivers usually don’t use the taximeter for such a long distance. Instead, they will ask for flat rate. Do negotiate about the price before boarding a car.
