Kyrgyzstan and Kazakhstan passport holders

I am Kyrgyzstan republic citizen. I am going to come to Hainan with my friend, he is a citizen from Kazakhstan. We are planning to stay there for 21 days. How we can get a visa in arrival? How much does it cost?

If you would be received by a Hainan travel agency, the Kazakhstan passport holder could ask the agency to apply for the Hainan visa-free access. The Kyrgyzstan republic citizen needs a visa for visiting there before the trip.
