how to apply for 24 h transit visa at arrival?

Flying from Oslo to Manila via Shanghai with two different airlines (SAS and Philippines airlines). Most probably will need to pick up our baggage at Shanghai and delivery for check in for our flight to Manila. 3 hours layover, would it be sufficient time to get a 24 h transit twov and go through pass control. What is the procedure to apply for 24 h transit twov at airport of arrival?Thank you in advance!

You can apply for the 24h twov in Shanghai. There are four steps to apply for it: Fill an Arrival/Departure Card at the border inspection counter; Get the temporary entry permit stamp or sticker; Claim the luggage (if needed); Go through the customs.
