How to apply for 24 h transit visa at arrival?

Flying from Oslo to Manila via Shanghai with two different airlines (SAS and Philippines airlines). Most probably will need to pick up our baggage at Shanghai and delivery for check in for our flight to Manila. 3 hours layover, would it be sufficient time to get a 24 h transit twov and go through pass control. What is the procedure to apply for 24 h transit twov at airport of arrival?
