short layover in HK, can i visit city?

I am permanent resident of Canada with Laos passport, flying BKK-HNK-YYZ back to Canada, will have an 8 hr layover in HK and want to visit the city. Will I be able to exit the airport for a short visit or will I need a tourist L? thanks
