I will arrive at PEK earlier by myself in Nov at about 4am. Do you know if there are taxis at the airport available at all times at PEK and is it safe?

Yes, there are taxis available at the airport all the time. Please take a taxi with official certification at the airport for your safety. Capital Airport provides taxi stops, so you can take an official taxi from the airport's stop. There are taxi locations for you, T1: Outside Gate 1 on F1; T2: Outside Gate 5 to 9 on F1; T3: Please refer to the signs inside the terminal building.
