Dubai-Shanghai-Tokyo

Is it possible to apply for TWOV before traveling (ie. in Dubai)? What is the cost of the visa?

TWOV is not applied for in advance. It can only be done at the airport when you land. You can apply for a Tourist (L) visa but it's not cheap and waste if money if your trip is eligible for TWOV
