You can take the airport bus at Wuzhen Bus Station, about 15-minutes walk from the scenic area. The schedule is 07:00, 07:40, 08:10, 08:50, 09:55, 11:10, 12:10, 12:35, 13:10, 14:30, 15:20, 15:50, 16:30, 17:10 and 18:20. The ticket price is about CNY42 per person and the duration is about 2 hours.

You just need to reserve about 1.5 - 2 hours for boarding flight. So you can catch one of the buses departing before 14:30.
