i am kind of confused with the cable car to huangshan mountain.

Say, I am taking cable car up from Cloud Valley Station, after my sightseeing at mountain top, which cable car should i be taking to get down? Is it Jade Screen Station? or West Sea Valley? Ticket for cable car can be bought from mountain top for going down trip?

Yes, you should take the cable car at Jade Screen station to get down. You can book the cable car ticket online in advance or queue up to buy at the Jade Screen station. By the way, you have to queue up for a long time to take the cable car.
