How do you get（pickup） your passport or file from the Chinese consulate in the US?

China consulate general 1. Documents cannot be collected on the one day; 2. does not provide mailing service; 3. can be claimed by others, just with "Pickup Form".
How do you pick up passport from the Chinese consulate in the US?

I see this message，Is that credible？
I live in Chicago downtown，can help pickup and express.(people who don't live in Chicago save another trip.)
