Chinese Visa for American visiting Seoul

Hi, I heard you need an ARC card to apply for a China entry permit in Seoul with a US passport. I am just there for travel, and have all of the necessary documents for the Chinese visa except I am not a resident of Seoul. Will this be an issue?

If you don't have valid ARC card in South Korea, I'm afraid you cannot apply for Chinese visa from the CVASC in there successfully.
